port pluckeye to iOS

I am under the impression filtering as Pluckeye conceives it can not be done on iOS unless the device has been jailbroken by the user. Hence, this idea is likely to go unfulfilled unless somebody more familiar than myself with iOS volunteers to take this on.

Lacking an iOS device, I am unsure how good or bad the present solutions are on that platform; http://filters.pluckeye.net/?os=ios might be a starting place for an alternative.
