I agree that the notification system for expedite is quite primitive.
Currently, browser notifications work, but as you point out, require a browser tab be open to u.pluckeye.net .
On the bright side, if you can send a url to your friend, or really any message at all, they can expedite.
The trick may be to find a way to do this in a socially acceptable, non-annoying way.

AFAIK, an app on an unrooted Android device is inherently limited.
I appreciate the enthusiasm for Pluckeye and the vote. However, resources are thin.
Perhaps you could funnel some of your enthusiasm into support of the project. Some ways that fans of Pluckeye can contribute:
1. Recommend Pluckeye in online forums or on http://alternativeto.net/software/pluckeye/
2. Become a financial supporter of the project.
We would love to have more support from users such as yourself.
I am under the impression filtering as Pluckeye conceives it can not be done on mobile devices unless such devices have been rooted or jailbroken by their users. Hence, this idea is likely to go unfulfilled unless somebody more familiar than myself with mobile devices volunteers to take this on.
Abmindicate is a tool to drop administrator (i.e. super user / root) priviliges according to a schedule. This allows a user to restrict their "super powers" on their own computer.

Interesting idea. Something like this might be possible in the future. However, I'm not sure it will be practical.
I think the expedite system is probably a better fit for what you want -- namely, faster access to ok websites while still maintaining a high delay. Are you aware of the expedite feature? Have you requested any Pluckeye helpers to approve such changes?
